Who Is the Temporary Traffic Management Short Term Low Impact Course Designed For?
Short Term/Low Impact (STLI) works are those conducted without the assistance of accredited Traffic Management personnel, and in accordance with simplified Traffic Guidance Schemes. STLI deals specifically with those worksites which are of such a short nature and have sufficiently low impact that a site-specific risk assessment has determined that the work can be undertaken without the use of a protective Static Worksite or mobile worksite. The types of activities that this training could be appropriate for are those that do not impact traffic flow (e.g., lane closures and speed reductions).
Individuals who may fit into this training category may not be eligible or required to obtain a National TTM qualification as they conduct less complex traffic management roles and responsibilities. This could include workers that may be defined as occasional users.
Occasional users may be defined as industry-based, paid workers wanting to conduct basic, often lower-risk traffic control for work purposes. These workers are likely to know about basic hazards and risks when working near live traffic.
Short term Low impact works generally comprise of
- Minimal use of plant, equipment and workers
- Have frequently changing work areas
- Are of short duration
- Are located sufficently clear of traffic or require minimial warning to advise the road user of presence of workers.
- Can be quickly removed from the worksite.
Examples of STLI work can be grass cutting, vegetation trimming, herbacide spraying, graffiti removal, guard rail repair and maintenance, shoulder grading, surveying works, minor pavement maintence, minor pot hole repairs. STLI works can include works between gaps in traffic and works in traffic and usually involves one worker and a spotter and can include works such as removal of obstructions such as debris, retrieving tools or equipment on the traffic side of a work vehicle parked on the roadside, traffic investigations, visual inspections, , pavement spotting and marking for repairs, minor pot hole repairs, pit inspections, or storm water pit maintenance, traffic signal and road side sign mantainence, street light maintenance, survey works and set up and removal of temporary traffic signs and devices. There are very strict criteria around determinating if works are STLI.
Works that have any of the following are NOT considered STLI worksites.
- Works requiring Speed reductions
- Long term static worksites
- Tapers
- Lane closures
- After care signs or unattended worksites
- Redirecting pedestrians off their normal paths.
- Mobile works
- Works involving stopping traffic
For example to determine whether a short-term low impact worksite is an appropriate traffic management measure you may need to consider the following:
1. If the works are to protect major construction or a deep excavation that will take hours or days, then a static worksite with barriers may be appropriate (see AGTTM Part 3) e.g., is not STLI work.
2. However, if the works are minor in nature (e.g., pothole repairs, vegetation trimming) or can be performed quickly along multiple sites then a mobile (see AGTTM Part 4) a short term, low impact worksite may be appropriate.

Enrolment requirements
To be eligible to enrol in the STLI course you must provide a copy of your current White Card.
Certification
On successful completion of the course you will receive a Certificate of Completion which states that you have successfully completed the TTM Short-Term Low Impact Worker course. This Certificate will also have the information below and be registered with Austroads and the Department of Transport and Planning.
This Certificate provides the individual to perform duties associated with Short-Term Low Impact works.
Please note this excludes the individual from performing the functions of a fully qualified Traffic Controller, Traffic Management Implementer or Traffic Management Designer.
Units
This is a non-accredited course and can only be delivered by an Approved Training Provider (ATP).
FAQs
You can continue to perform the work activities as listed under your existing ticket until your ticket expires.
Refresher training will be required every 3 years and completed prior to your ticket expiring.
